Topical authority is not the number of articles published. It is the clarity, depth, evidence, connectedness, and demonstrated expertise of a site around the topics required to serve its audience.
The practical approach
Start with revenue pages and their intent. Identify supporting questions, entities, evidence, comparisons, local context, and proof. Give every URL a distinct job. Consolidate overlapping pages. Use internal links to strengthen the preferred commercial page. Update or remove content that no longer contributes.
